ITS NAME: Mr. Trash Wheel (yes, really).
It's described as "a solar-powered art installation and innovative trash collector," and will reportedly be on duty in local waters next year in the Oakland Estuary.
According to SF Gate:
This unique trash collector won't be the first of its kind. The initial iteration of Mr. Trash Wheel was installed at the mouth of the Jones Fall River in Baltimore by resident John Kellett in May of 2014. Since its placement, it has collected more than one million pounds of trash from the river.
