Last month, a Facebook post went viral of a woman riding an electric scooter while dragging her dog behind her.
Everyone that saw it was outraged and wanted the woman to be charged for what she did.
Well after looking at the photos and videos captured from the incident, prosecutors filed animal abuse and neglect charges against Elaine Rosa.
Elaine faces 3 years jail time as well as a $20,000 fine.
Her Attorney, Bo Koenig, said in a statement:
“We were recently advised by law enforcement that official charges have been filed against my client. I’ve reached out to my client and we plan on cooperating with law enforcement 100 percent. She is in the process of turning herself over to the authorities this evening.”
She was a contracted psychologist at Kern Valley State Prison starting on January 3, 2018 and The California of Corrections and Rehabilitation says that her contract was ternimated on January 7, 2019.
Bakersfield Police says Elaine was not the owner of the dog and the dog has been returned to its owner and received medical treatment.
