Wow, just as the LA Times says, this is something straight out of a superhero movie.
In January, the LAPD will be testing out a new non-lethal device, called the BolaWrap 100, which sounds more like some kind of thing that Kramer from Seinfeld would order on an infomercial.
The device sends out a kevlar cord, which wraps around the person, up to 25 feet away, in hopes of disabling movement, and keeping the individual at a safe distance.
